There is a difference between seeing an isolated letter on an eye chart and being able to read a sentence smoothly.

 

A low vision eye chart uses high-contrast letters with equal number of letters on the line. 
The eye chart below is known as an ETDRS chart that contains an equal number of letters on a line.
